Notes & Assumptions
1. The battle formula will remain essentially the same as it is now, in Evo.
2. A defense bonus of 40% will ONLY apply to defending fleets.
3. Low numbers in the ratios are better.  Sorted ratios assume the best possible infrastructure.
4. Creatures with a higher defense stat will be harder to kill (like it is currently).
5. Yes, Mummies have 0 Intelligence.  Assume 1 if the code cannot handle 0.
6. Cost and time to R&D some paths will be changed (and more of an issue), roughly indicated below.
